It’s no secret that I love using paper pennant flags as decorations. I make pastel ones for Easter, patriotic pennant flags  for the 4th of July, and most recently primary pennants to decorate a circus themed party. A few sheets of solid black and orange card stock, ribbon, and a few scrap-booking embellishments (dots and rub on letters) is all it took to make these DIY paper pennant flags!
